Conference of Dismantling Discusses Issues of Corruption and Asset Recovery

Khartoum-(SUNA) – The conference of the road map for renewing the process of dismantling the June 30 regime, discussed in its third session in the Friendship Hall on Wednesday a paper on the  dealing with corruption issues and recovering looted assets and funds, presented by Greta Viner, the international expert in the field of asset and money recovery.

The paper came within the first conference of the final stage of the political process according to the framework agreement, which will discuss five Important issues of justice and transitional justice, security and military reform, the Juba peace agreement and the completion of peace, the dismantling of Al-Bashir regime, and the issue of eastern Sudan” with the facilitation of the tripartite mechanism IGAD, UNTAMS, and the African Union.

The presenter of the paper called for patience and prioritization due to the possibility that the process of dismantling the regime would continue for years, calling for realism as there are many stolen assets and the recovery process needs hard work.

She noted that the recovery of assets is a broad matter that begins with investigations, then trials, and then confiscation.

Greta called for transparency in providing information and not making big promises from the management of the committee, stating that the failure to manage assets in a good way poses a great danger to Sudan, and there must be controls and rules for dealing with assets that are confiscated.

She affirmed the necessity of having qualified people to recover the assets in companies, indicating that there must be studying to the matter well before freezing the assets and appealing to seek reform of state-owned enterprises and how they operate, pointing to the need to reform state-owned enterprises in the private and public sectors.

The paper touched on the experiences of a number of countries in the management of recovered assets, referring to the transfer of management to the Ministry of Finance or the formation of a special commission with its own structure.

The participants in the sitting called for the formation of a special commission that is independent of the state and has the right to access information in the state.
