The document outlines steps for a ceasefire, the return of displaced persons, and transitional arrangements for Sudan after the war.

  • Ceasefire Proposal: The document suggests a ceasefire during which the Rapid Support Forces (RSF) would withdraw from Khartoum, Kordofan, and areas around El Fasher within 10 days. They would regroup in designated areas in Darfur.

  • Rebuilding State Institutions: The government aims to restore essential services like water, electricity, roads, healthcare, and education within six months.
